Remember "September 12"
戦争が始まろうとしている。
米国のオバマ大統領は、シリアでの武力行使への承認を議会に求めた。そうすることによって軍事行動を開始することの責任を「分担」しようとしたのだろう。これは彼自身が戦争にはあまり乗り気でないことを示すものかもしれないが、戦争のリスクが大幅に高まったことに変わりはない。
ホワイトハウスはシリアの化学兵器使用を抑止するための限定的な武力行使を考えているのだろうが、攻撃は報復を生む。シリアが米国にとってもうひとつのイラクないしアフガニスタンにならないという保証はない。
シリア攻撃を支持する方々―日本の方々も含めて―にはぜひ、『Septermber 12』を思い出していただきたい。念のため書いておくが、『September 11』ではない。
A war is about to begin.
Barack Obama, the President of the United States, asked lawmakers for approval to use military force in Syria. By doing so, he probably tried to share the responsibility to launch military actions. This may be because he himself is somewhat reluctant to commit a war, but the risk of war is significantly rising.
The White House considers limited military action to "deter, disrupt, prevent and degrade" Syria's ability to use chemical weapons. But an attack will cause retaliatory actions. There is no guarantee that Syria would not become another Iraq or Afganistan to the US.
Those who support the plan to attack Syria, including those in Japan, should remember "September 12." Not September 11.
『Septermber 12』はFlashのオンラインゲームだが、娯楽目的ではなく、いわゆるシリアスゲームだ。Wikipediaでは、「エンターテインメント性のみを目的とせず、教育・医療用途（学習要素、体験、関心度醸成・喚起など）を主目的とするコンピュータゲーム」と定義されている。シリアスゲームは、教育、ヘルスケア、政治、防衛、その他のさまざまな用途で用いられる。
『Septermber 12』は、プレイヤーが「テロとの戦いのある側面」を理解することを目的として作られた。2001年9月11日に米国の数カ所を襲ったテロが引き金を引いた「テロとの戦い」は、結果としてさらなるテロ攻撃を生み、さらに多くの人をテロリストに追いやることとなった。『Septermber 12』は、それがなぜ起きたのかを理解させてくれる。知らない人は、ぜひ一度やってみてほしい。やり方は簡単だ。テロリストを狙ってミサイルを撃てばいい。次に何が起きるか。
このゲームの制作者はこう書いている。
あなたは勝つこともできず、そして負けることもできない。
このゲームに終りはない。それはもう始まっている。
もちろん、今のシリアの状況は、当時のイラクやアフガニスタンの状況とはちがうだろう。軍事力がときに、ある状況を打開したり改善したりするために必要であり有効であることも否定しない。しかし確かなことが1つある。戦争を終わらせることは始めることよりもはるかに難しいということだ。多くの長期間にわたる戦争が「限定的な軍事行動」から始まっていることを忘れてはならない。
もちろん、シリアの状況は憂慮すべきものだ。化学兵器の使用は容認できない。しかし、それが「限定的かつ狭い範囲」だからといって、提案されている軍事行動を支持することはできない。それが「限定的かつ狭い範囲」にとどまり続けることは難しいと考えるからである。
"September 12" is a flash online game, but it is not for fun; it is a serious game. Wikipedia defines serious games as "simulations of real-world events or processes designed for the purpose of solving a problem." Serious games are used for various purposes: education, health care, politics, defense, and so on.
"September 12" is designed for players to understand "some aspects of the war on terror." On September 11, 2001, a group of terrorists attacked several places in the US. The "9/11 attack" triggered the war on terror, which caused further terrorist attacks, and drove many people to become terrorists. "September 12" makes us realize why this happened. Just play once. It is easy to play. Just shoot missiles to the terrorists. And see what happens next.

It has no ending. It has already begun.
Of course, the situation in Syria now is different from those in Iraq or Afganistan in those days. I do not deny that military forces are sometimes necessary or useful to solve or improve some kind of situation. But one thing is certain: how to end a war is far more difficult than to begin a war. Do not forget that many longlasting military conflicts started as "limited, narrow" attacks.
The situation in Syria is of course worrisome. Use of chemical weapons is intolerable. However, I do not support the idea that the proposed military action to Syria should be approved because it is "limited and narrow." It is not likely that they can stay at the state of "limited and narrow."
